Or maybe not so hard. Where would you be if a plane crashes on the border of NSW, Victoria and SA? A state of confusion. As of 1 September 2011, Harness Racing Australia changed the Stud Book Regulations for the definition of "Breeders" with the new definition:
(a) In the case of a foal which is the result of an embryo transfer, the registered owner or lessee of the donor mare at the time the embryo is flushed from such donor mare and impregnated into a recipient mare.
(b) In all other cases, the registered owner or lessee of the dam at the time of last date of service.
There were and continue to be philosophical arguments about where the definition should sit in terms of the breeding the mare, ie, choosing the stallion - and breeding the resulting foal - incurring costs of agistment, vets, registration and futurity payments. Some early observations include the definition change appears to be geared toward benefiting large breeders.
It is relatively early and what has not changed in accordance with the new HRA definition is the multiple state based and futuriting series breeders bonus payments paid to what could potentially be a variety of people depending upon which state and series you are eligible for. As it stands at the time of writing across a couple of state-based series and a couple of futurity races:
- NSW - 5% of prizemoney for all Breeders Challenge races will be paid to the nominator.
- VIC - Vicbred race prizemoney and Vicbred win bonuses - Breeder 5%
- Breeders Crown - is broodmare nominator
- APG - currently pays 5% of finals prizemoney to the sales vendor.
